‘World’s tightest’

WA’S liquor licenses are regarded as some of the “tightest in the world”. 

There are currently 11 types of licenses available in WA, all with their own unique conditions, while the industry is covered by 53 separate state government policies.

But are they excessive?

According to Australia Hotel’s Association WA CEO Bradley Woods “liquor licensing is under review in terms of what is working well but overall, the balance is pretty good”.

Mr Woods said for over 170 years WA’s liquor licenses have been constantly changing to reflect the dominant influences of the time, such as war, religion and prohibition.

And while he’d like to see some updating during the current review, he acknowledges that sudden changes can have impacts on property owners as well as lease holders.

The review by the local government, sport and cultural industries department is aimed at cutting down on red tape, with former premier Mark McGowan saying in 2021 he wanted to see “a simpler licensing system” and a “cheaper approvals process”.

Legislation flowing from the review is expected to be introduced to Parliament some time this year.

Clancy’s group brand ambassador Tom Fisher says the licenses work relatively well but would like to see some tweaks.

“It is all a matter of having a clear understanding of the licensing conditions, educating your staff and patrons as best you can.

“Safety is paramount to us,” he said, adding that while the licenses are strict, they provided a firm structure. 

Mr Woods said with WA’s diverse community, the ability to trade in a consistent manner all year round would be ideal

“Regulations need to be modernised and easier to understand as well as removing restrictions and further reducing the red tape.”

Mr Fisher agrees: “One regulation I feel is a bit outdated is the need to have purchased a full meal to enjoy a drink on Good Friday.”

He’d also like to see a relaxing of liquor service rules to to be more like European cities as young West Aussies were intrigued by the idea of Euro living.
